青岛海岸带空间管控策略与实践

Research on Space Control of Qingdao Coastal Zone from the Perspective of National land and Space Planning

在国土空间规划背景下,海岸带作为一个特定区域受到了广泛关注,加强海岸带地区的空间管控对于协调保护与利用、促进经济社会健康发展具有重要意义。针对以往海岸带空间管控中存在的陆海规划统筹不足、空间管控策略难以实施、海岸带管理分割等问题,结合国土空间规划背景下海岸带规划编制的新思路,青岛开展了海岸带空间管控的探索,从划定保护与利用管控分区、制定空间准入政策、实施陆海"双退双控"、加强滨海公共空间管控4个方面构建海岸带空间管控体系,并从建立综合管理制度、完善传导机制、建立陆海"一张图"等方面为海岸带空间管控措施的落实提供了保障。

In the context of national land and space planning,strengthening the governance of coastal area is critical to its preservation and utilization.In view of traditional problems in land-sea integration,spatial governance strategy,and coastal area management,Qingdao carries out coastal area spatial governance exploration under new concepts of national land and space planning from four aspects:delimitation of protection and utilization control zones,formulation of space permission policy,implementation of land and sea dual control,and strengthening coastal public space management and control.The mechanism of comprehensive management,improvement of transmission,and land-sea one map is established to guarantee the spatial governance implementation.
