乡村优势特色产业发展动力机制研究--基于系统分析的视角

Research on the Development Dynamic Mechanism of Rural Advantageous Characteristic Industry from the Perspective of System Analysis

发展乡村优势特色产业是实现产业兴旺的重要抓手和有效实践。在梳理乡村优势特色产业发展系统构成和要素关系的基础上,对中国乡村优势特色产业发展情况进行系统仿真模拟,并分析其动力机制。结果表明,传统产业强化型、特色产业培育型和新兴产业引导型分别是区位要素子系统、产业发展子系统和社会发展子系统内较为适宜的乡村优势特色产业发展类型。其后,本文揭示了3个系统配置(区位要素、产业发展和社会发展子系统)、2个环节联动(要素和产业环节)、1个体系提升(全产业发展体系)的乡村优势特色产业发展"321"动力机制。最后,本文提出加强基础设施投入力度、挖掘区域特色资源禀赋、激发新兴产业发展潜能、培育乡村企业发展动能等政策建议。

Industrial prosperity is an important starting point and problem-solving window for rural revitalization strategies.The development of rural advantageous characteristic industry is effective practice to achieve industrial prosperity.On the basis of sorting out the system composition and element relationship of rural advantageous characteristic industry development,this paper conducts a system simulation of China’s rural advantageous characteristic industry development,and analyze its dynamic mechanism using the system dynamics model.The results show that the traditional industry-enhanced,characteristic industry-cultivated and emerging industry-guided type consist of the appropriate development types of local factor subsystem,industrial development subsystem and social development subsystem,respectively.Then,this paper has analyzed the"3,2,1"driving mechanism of rural advantageous characteristic industry development with the three system configurations(location factor,industry development and society development subsystem),two link linkages(element and industry link)and one system upgrade(the whole industry development system).Finally,this paper puts forward policy recommendations such as strengthening infrastructure investment,tapping regional characteristic resource endowment,stimulating emerging industry development potential,and cultivating rural enterprise development momentumet et cetera.
