党的十八届三中全会以来国有企业混合所有制改革研究进展与述评

Research Progress and Comments on the Reform of Mixed Ownership of State-owned Enterprises since the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China

混合所有制改革是当前我国推进国有企业改革的主要途径。党的十八届三中全会以来,我国学术界围绕国有企业混合所有制改革进行了深入的探讨,内容涉及国有企业改革的时代背景、意义、途径、模式以及效果等多个方面,较为全面地研究了我国在新时代推进国有企业混合所有制改革的相关问题。本文以新时代中国特色社会主义国有企业混合所有制改革的相关理论和实践为背景,从国有企业混合所有制改革的背景与内涵、必要性与意义、遵循的基本原则、面临的主要问题和改革的主要途径等五个方面,系统梳理十八届三中全会以来国有企业混合所有制改革等的相关研究成果,力图较为全面地总结理论研究的新进展,对存在争论的观点进行辨析,并提出有待深入研究的问题,为进一步推进国有企业混合所有制改革实践奠定理论基础。

The reform of mixed ownership is currently the main way for our country to advance the reform of state-owned enterprises.Since the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China,researchers have conducted in-depth discussions on mixed ownership reform of state-owned enterprises.The content involves the background,significance,approach,mode and effect of state-owned enterprise reform.This addresses the issues related to our country’s promotion of mixed ownership reform of state-owned enterprises in the new era.Taking the relevant theories and practices of the mixed ownership reform of socialist state-owned enterprises with Chinese characteristics in the new era as the background,this article systematically combs through the relevant research results of mixed ownership reform of state-owned enterprises since the Third Plenary Session of the Eighteenth Central Committee from five aspects of the mixed ownership reform of state-owned enterprises,including the background and connotation,the necessity and significance,the basic choices to follow,the main problems and the main reforms,trying to comprehensively summarize the new developments in theoretical research,differentiate and analyze the controversial viewpoints,and propose issues that need further research.This article lays a theoretical foundation for further promoting the practice of mixed ownership reform of state-owned enterprises.
