北京“十四五”全国科创中心建设目标研究

Research on the Goal Indicators of Beijing’s 14th Five-Year Plan on the Construction of a National Science and Technology Innovation Center

北京建设全国科技创新中心是一项国家战略。针对当前编制"十四五"科技规划的现实需求,本文对建设目标进行了研究。以国内外科技创新目标为借鉴,本文系统回顾了北京科创中心的建设历程,结合新定位、新布局和新举措,提出了"十四五"时期战略愿景和目标;在此基础上,建立了目标指标体系,依次确定了指标框架、备选指标、主要指标和核心指标,并对核心指标的目标值进行了预测。

It is a national strategy to build a national science and technology innovation center in Beijing.In response to the current actual needs for the preparation of the 14th Five-Year scientific and technological plan,this article studies the goal indicators.Taking domestic and international scientific and technological innovation goal indicators as references,systematically reviewing the construction process,combining new positioning,new layout and new measures,this article put forward the strategic visions and goals for the 14th Five-Year Plan period;On this basis,this article established a goal indicators system,including the indicators framework,candidate indicators,main indicators,key indicators and the estimated values of the key indicators in 2025.
