工作—生活平衡视角下的韩国儿童照顾政策及其对我国的启示

Child Care Policies in South Korea from the Perspective of Work-Life Balance Theory and its Enlightenment to China

自20世纪末以来,韩国回应本国人口的变化,积极主动地构建了一系列儿童照顾政策。文章以工作—生活平衡理论为视角,审视了韩国目前的儿童照顾政策情况及其现实问题,以期为我国儿童照顾政策的发展提供启示。总体来看,科学友好的儿童照顾政策是促进工作—生活/家庭平衡、性别平等以及保障儿童福利的一个必要条件。我国应借鉴韩国经验,对人口变化做出积极的政策回应,设置统筹管理儿童照顾等相关家庭政策的部门机构,主动营造工作—生活平衡、家庭友好、性别友好的社会氛围。

Since the end of the 20th century,in response to changes in its population,South Korea has actively constructed a series of child care policies.This paper examines child care policies in South Korea and its practical problems from the perspective of work-life balance theory,and tries to provide enlightenment for child care policies in China.In general,scientific and friendly child care policy is a necessary condition for promoting work-life/family balance,gender equality and child welfare.China should learn from the experience of South Korea,make a positive policy response to population changes,set up departments and institutions for overall management of family policies such as child care,and take the initiative to create a work-life balance,family-friendly and gender-friendly social atmosphere.
