“互联网+”居家养老服务的实践困境与解决对策——以黄山市为例

Research on the Practical Dilemma of“Internet+”Home-based Pension Service and Its Solution——Taking Huangshan City as an Example

进入新世纪特别是新时代以来,我国经济迅猛发展,综合国力不断增强,人民生活水平不断提高,但随之而来的社会问题也日益浮现。其中,人口老龄化问题是中国乃至世界面临的最大难题之一,"互联网+养老"模式在此背景下应运而生。但是,"互联网+养老"模式在发展过程中存在不少缺陷和弊端,亟须给予高度重视,对"互联网+"居家养老进行更深入的研究。采用问卷调查法和访谈法实地调研黄山市多家居家养老服务中心,目前黄山市"互联网+"居家养老服务建设还处于初级阶段,存在服务中心无人承包、发展滞后、服务对象需求小等问题。文章在对调研结果进行分析以及对既有文献进行梳理的基础上,阐述"互联网+"居家养老的概念及现行模式、黄山市"互联网+"居家养老服务发展现状与现实问题,阐明了黄山市"互联网+"居家养老服务必须依靠多方协同发展这一优化路径,并得出发展启示。

Entering the new century,especially since the new era,China’s economy has developed rapidly,its overall national strength has been continuously enhanced,and people’s living standards have continued to improve,but the social problems coming with it have also emerged.Among them,the problem of population aging is one of the biggest problems faced by China and even the world.The"Internet+pension"model came into being in this context.However,there are many defects and shortcomings in the development process of the"Internet+old-age care"model,and it is urgently necessary to give it a high degree of attention and conduct a more in-depth study on the"Internet+"home care for the elderly.Huangshan was taken as an example to investigate its several home care service centers by questionnaire survey and interview method.At present,the construction of"Internet+"home care service in Huangshan is still in its infancy,and problems such as unmanned contracting by service centers,lagging development,and low demand for service targets have emerged.Based on the analysis of the survey results and the review of the existing literature,this article expounds the concept and current model of"Internet+"home care for the elderly,the current status and practical issues of the development of"Internet+"home care services in Huangshan,clarifies that the"Internet+"home care services in Huangshan must rely on the optimized path supported by multi-party collaborative development and draw development inspiration.
