基于结构方程模型的政府精准扶贫公众满意度研究

An Empirical Study on Public Satisfaction with Government’s Projects of Targeted Poverty Alleviation Based on Structural Equation Model

本文运用SEM结构方程模型10大重点扶贫地区精准扶贫公众满意度实证研究,研究发现:第一,样本地区贫困户对政府精准扶贫工作的公众满意度整体较高,政府扶贫机制特征、政府扶贫管理特征方面的满意度较高,但扶贫资金管理特征公众满意度较低。第二,通过对结构方程模型标准化处理后路径系数分析可知,安徽省政府扶贫机制、扶贫资金管理对于公众满意度影响效应最大。安徽省政府精准扶贫在提升满意度之时,应更加注重政府扶贫机制与扶贫资金管理,对贫困户加强人文关怀。第三,政府精准扶贫公众满意度主要影响因素包括贫困准入机制、贫困退出机制、贫困标准合理性、贫困户信息管理员、扶贫资金足额到位、扶贫资金发放及时等。其中表层因素是扶贫资金足额到位、扶贫资金发放及时,中层因素是贫困户信息管理员,深层因素是贫困准入机制、贫困退出机制、贫困标准合理性等因素。

Public attitudes to targeted poverty alleviation projects in 10 major areas are studied by applying SEM structural equation model. The results are summarized into three points. Firstly,those poor households in the sample areas generally express high satisfaction with the government’s targeted poverty alleviation projects as a whole,especially with the government’s poverty alleviation mechanism and the project management,but they express low degree of satisfaction with the management of poverty alleviation fund. Secondly,the analysis of the path coefficient after the standardization of structural equation model reveals that Anhui provincial government’s poverty alleviation mechanism and the management of poverty alleviation funds have the greatest impact on public satisfaction. So the Government should attach importance to the two issues,and give more poor households more personal care to improve public satisfaction. Thirdly,the main factors affecting the public satisfaction include access control mechanism of poor households,exit mechanism,the standards to define poor households,information administrators of poor households,sufficient poverty alleviation funds,timely distribution of poverty alleviation funds and so on. Among them,the surface factors are the sufficiency and timeliness that the poverty alleviation funds are issued;middle level factors are the information administrators of poor households,and the deep factors are the access control mechanism,the exit mechanism,the rationality of the standards to define poverty,etc.
