环境规制对江苏省制造业工业总产值的影响

Influence of environmental regulation on the total output value of manufacturing industry in Jiangsu province

利用2011~2015年江苏省27个制造业行业的面板数据实证验证了环境规制对制造业工业总产值增加率的影响,并从企业异质性角度详细研究了环境规制对工业总产值增加率影响的差异。结果显示:当前江苏省环境规制力度与工业总产值增加率之间存在反向作用,还未实现倒逼创新的影响。同时在相同的环境规制政策下,国有企业相比私营企业具有较弱的环境规制影响,主要是国有企业同政府间的关系导致。因此从长远来看,江苏省加强环境规制,同时给予技术创新补贴,对于环境规制倒逼创新具有重要意义,同时也会提高工业总产值增加率。

The panel data of 27 manufacturing industries in Jiangsu province from 2011 to 2015 were used to empirically verify the impact of environmental regulations on the increase rate of the total industrial output value of the manufacturing industry,and the differences of the impact of environmental regulations on the increase rate of the total industrial output value of the manufacturing industry were studied in detail from the perspective of enterprise heterogeneity.The results show that there is a negative effect between the intensity of environmental regulation and the increase rate of industrial output value in Jiangsu province,which has not yet realized the effect of forcing innovation.At the same time,under the same environmental regulation policy,state-owned enterprises have a weaker environmental regulation impact than private enterprises,mainly due to the relationship between state-owned enterprises and the government.Therefore,in the long run,strengthening environmental regulation and subsidizing technological innovation in Jiangsu province is of great significance for environmental regulation to force innovation,and it will also improve the increase rate of industrial output value.
