摘要 中国国家铁路集团有限公司(简称"国铁集团")总部机关是以管理特性为主的机关,政治性、管理性较强,具有企业"中枢"和"司令部"的重要地位。作为铁路系统安全保障、统一调度、建设运营、生产经营的组织管理和基础保障机构,国铁集团是完成国家和党中央、集团党组部署的重要任务的指挥者和执行者。总部既有调度、运输等业务部门,又有党群等综合管理部门,各部门都是机关总部不可或缺的组成部分,共同完成企业的经营目标和各项任务。如何建立科学、有效的机关绩效考核体系,有效发挥考核的"指挥棒"作用,是提高企业运营效率、实现科学发展的重要保障。研究统筹考虑铁路系统的业务特点、改革和发展的需要,立足实现企业年度业绩目标和各项重点任务,优化机关部门绩效考核体系,形成部门协同、高效运转、管控有序、责任明晰、落实到位的目标责任制,激发部门和职工的工作主动性和积极性,促进铁路系统业绩和管理水平的不断提高。 The head office of China Railway is a political organ with strong political and managerial character,which plays an important role in the center and headquarters of the corporation.As the organization,management and basic guarantee institution for the safety guarantee,unified dispatching,construction and operation,production and operation of the railway system,the China Railway is the commander and executor to accomplish the important tasks of the state,the Party Central Committee and the Party Organization of the group.The headquarters has not only operational departments such as dispatching and transportation,but also comprehensive management departments such as the Party and the masses.Each department is an indispensable part of the headquarters of the department,and it requires the cooperation and cooperation of all departments,to lead the departments and affiliated enterprises to jointly achieve the business objectives and tasks of the enterprise.How to establish a scientific and effective performance evaluation system and give full play to the"command stick"function is an important guarantee to improve the efficiency of enterprise operation and achieve scientific development.This paper considers the business characteristics,reform and development needs of the railway system as a whole,and optimizes the performance appraisal system of government departments based on the realization of the annual performance targets and various key tasks of the enterprises,to form a target responsibility system of department coordination,efficient operation,orderly management and control,clear responsibility and effective implementation,stimulate the initiative and enthusiasm of departments and staff,and promote the continuous improvement of the performance and management level of the railway system.
