Practicing Progress and Theoretical Understanding of Building a New System of Open Economy since the Third Plenary Session of the 18th Central Committee of the CPC

中国构建开放型经济新体制为推动经济高质量发展,全面建设社会主义现代化奠定了坚实的基础。针对构建开放型经济新体制的实践成效和理论认识,文章首先梳理了七年来在实践中的重要举措和已取得的重大进展。其次,概括了在制度建设中自由贸易试验区的改革方法,归纳了构建开放型经济治理体系的经验,并指出中国开放型经济学的重大理论贡献是揭示了中国在坚持独立自主基本方针下走向贸易自由化、参与经济全球化的基本实践和基本规律。最后,提出了提升中国服务业开放水平的对策建议。

Building of a new system of open economy has laid a solid foundation for promoting high-quality economic development and building a modern socialist China.From practical achievements and theoretical understanding of building a new system of open economy,firstly,this paper summarizes the important measures and the significant progress in the past 7 years.Secondly,it summarizes the reform methods of the pilot free trade zone during the system construction,summarizes the experience of building an open economic governance system,and points out that the major theoretical contribution of China's open economics is to reveal the basic practice and basic laws of China's adherence to the basic principle of independence and self-reliance toward trade liberalization and participation in economic globalization.Finally,this paper puts forward some countermeasures and suggestions to improve the level of service opening industry in China.
