内蒙古绿色全要素生产率演变的时空特征及动力因素分析

Time and Space Characteristics and Dynamic Factors of Green TFP Evolution in Inner Mongolia

基于2004-2016年内蒙古9个地级市面板数据,采用基于SBM模型的ML指数法,对内蒙古绿色全要素生产率增长的时空变化特征及其动力因素进行实证分析。研究发现:对于大多地市而言,考虑非期望产出的绿色全要素生产率要低于传统的全要素生产率,非期望产出对生产效率具有负向影响。在样本期内,内蒙古绿色全要素生产率的增长具有明显的阶段性特征,呈现先增后降再增的时间变化趋势。绿色全要素生产率增长的区域差异较大,由西部地区到东部地区呈现递减态势。技术进步是推动内蒙古绿色全要素生产率增长的主要动力,技术效率的贡献有限。因此,实行差异化发展战略,着力提高技术进步水平,实现经济与环境协调发展,是提升内蒙古绿色全要素生产率的关键。

Based on the panel data of 9 prefecture level cities in Inner Mongolia from 2004 to 2016,this paper uses the ML index method based on SBM model to analyze the temporal and spatial change characteristics and dynamic factors of green TFP growth in Inner Mongolia.It is found that for most cities,the green TFP considering the undesired output is lower than the traditional TFP,and the undesired output has a negative impact on the production efficiency.In the sample period,the growth of green TFP in Inner Mongolia has obvious stage characteristics,showing a time trend of first increase,then decrease and then increase.The regional difference of green total factor productivity growth is large,from the western region to the eastern region presents a decreasing trend;technological progress is the main driving force to promote the growth of green total factor productivity in Inner Mongolia,and the contribution of technological efficiency is limited.Therefore,the key to improve the green TFP in Inner Mongolia is to implement the differentiated development strategy,improve the level of technological progress and realize the coordinated development of economy and environment.
