摘要 职业教育治理是不同利益主体相互博弈促进职业教育发展的过程。从政策制定主体、执行主体和目标群体的角度,可将参与职业教育治理的主体区分为中央政府、地方政府和社会公众。在职业教育治理过程中,中央政府通过官僚体制和运动式治理机制维护中央政府权威的制度逻辑,地方政府通过变通执行方式和共谋应对方式维护地方政府利益的制度逻辑,社会公众通过有组织参与方式和无组织参与方式维护自身利益的制度逻辑构成了职业教育治理的深层制度逻辑。 Vocational education governance is the process in which different interest subjects play each other to promote the development of vocational education.From the perspective of policy-making subject,executive subject and target group,the subjects participating in vocational education governance can be divided into the central government,local government and the public.In the process of the governance of vocational education,the central government maintains the institutional logic of central government authority through bureaucratic system and sport-based governance mechanism,the local governments safeguard the interests of local governments through ways of alternative execution and conspiratorial response,and the public safeguards their own interests through organized participation and unorganized participation,which constitute the deep institutional logic of vocational education governance.
