基于TOPSIS法对3所综合医院改革运行现状与成效的分析

Analysis of the status quo and effectiveness of the reform and operation of 3 general hospitals based on the TOPSIS method

目的对2014-2017年新医改后3所综合医院改革运行现状进行分析及效果评价。方法选择3所综合医院,采用TOPSIS法对3所医院2014-2017年医改后的效果进行综合评价,分析3所医院人力资源、医疗资源、收入支出及医疗服务情况。结果3所医院医疗运行效率从2015年开始逐年呈上升趋势。从3所医院的对比分析,A医院的整体医疗资源和人均医疗资源均有较强的优势,C医院次之。从医疗收入的占比分析,A医院占比较高(90%以上),B医院占比次之(85%左右),C医院最低(50%左右)。3所医院的药占比均呈现逐年下降,以2017年为例,C医院最高(37.21%),B医院次之(35.60%),C医院较低(28.77%)。根据3所医院4年TOPSIS法的综合效率指数Ci排序分析,3所医院的综合效率都呈现逐年升高趋势,以2017年为例,A医院最高(0.99),其次是C医院(0.14),B医院较低(0.07)。结论3所综合医院在2014-2017年通过改革,医院整体运行效率逐步上升,其中A医院的效果最好。

Objective To analyze and evaluate the current situation of the reform and operation of three general hospi⁃tals after the new medical reform from 2014 to 2017.Methods Three general hospitals were selected,the TOPSIS method was used to comprehensively evaluate the effects of the three hospitals after the medical reform from 2014 to 2017,and the human resources,medical resources,income and expenditures and medical services of the three hospi⁃tals were analyzed.Results The medical operation efficiency of the three hospitals had been increased year by year since 2015.From the comparative analysis of the three hospitals,the overall medical resources and per capita medical resources of Hospital A had strong advantages,followed by Hospital C.From the analysis of the proportion of medical income,Hospital A had a relatively high proportion(over 90%),Hospital B had the second largest proportion(about 85%),and Hospital C had the lowest proportion(about 50%).The proportion of medicine in the three hospitals had been declining year by year.Taking 2017 as an example,Hospital C had the highest(37.21%),Hospital B(35.60%),and Hospital C(28.77%)were lower.According to the ranking analysis of the comprehensive efficiency index Ci of the three hospitals by the 4-year TOPSIS method,the comprehensive efficiency of the three hospitals had shown an up⁃ward trend year by year.Taking 2017 as an example,Hospital A had the highest(0.99),followed by Hospital C(0.14)and Hospital B(0.08).Conclusion After reformed from 2014 to 2017,the overall operating efficiency of the three hos⁃pitals was gradually increased,especially for hospital A.
