农业转移人口市民化背景下农民工公共意识培育研究

农业转移人口市民化是城镇化的关键。如今,在农业转移人口市民化进程中,被视作“主力军”的农民工群体城市“融入失范”的最大限制是公共意识培育的“缺位”。由此,将经济行为、身份认同、政治参与、空间规范等纳入农民工公共意识培育的基本内容,摸清其面临人力资本水平乏力、顶层设计政策失位、社会支持偏见排挤、代际传递根深蒂固的处境,在“赋权”、“增能”、“调适”上着力构建一套农民工公共意识培育的责任分担、顶层设计、社会参与、素质养成最优机制,是推动农民工真正市民化的亟需举措。

The urbanization of the agricultural transfer population is the key to urbanization.Nowadays,in the process of urbanization of the migrant population from agriculture,the biggest limitation of the urban“integration anomie”of the migrant worker group regarded as the“main force”is the“absence”of public awareness cultivation.As a result,economic behavior,identity,political participation,and spatial norms are included in the basic content of migrant workers'public awareness cultivation,and it is clear that they are facing a lack of human capital level,top-level design policies are out of place,social support prejudices,and intergenerational transmission are deeply rooted.In the“empowerment”,“enhancement”and“adjustment”of the situation,efforts are made to build a set of responsibility sharing,top-level design,social participation,and quality development mechanisms for the cultivation of migrant workers’public awareness,which is to promote migrant workers as a real citizen Urgently needed measures for globalization.
