进入21世纪,国际格局加速演变,新的全球性问题不断产生和累积,在应对恐怖主义、核扩散、难民危机、气候变化、疾病传播等全球性危机的蔓延时,既有全球治理体系几乎“失去了前进的动力”,西方国家主导下的全球治理成效受到多方质疑,陷入停滞困境,推动全球治理体系变革势在必行。面对百年未有之大变局,人类不仅要应对全球性金融、发展、生态问题的巨大压力;而且突如其来的新冠疫情加速国际秩序的无序性。在这种环境下,世界面临的不稳定性不确定性明显增强,全球治理体系的改革正处于历史性转折。中国是推动和引领全球治理体系变革的重要力量,应以构建人类命运共同体引领世界走向新的治理格局。

The international pattern has accelerated its evolution in the 21st century,and new global problems have been constantly emerging and accumulating.In response to the spread of global crises such as terrorism,nuclear proliferation,refugee crisis,climate change,and the spread of diseases,the existing global governance system has almost“lost its driving force”.The effectiveness of global governance under the leadership of western countries has been questioned by many parties and has fallen into stagnation.It is imperative to promote the reform of the global governance system.In the face of the unprecedented changes in a century,human beings should not only address the enormous pressure of global financial,development and ecological problems,but also the sudden outbreak of COVID-19 which has accelerated the disorder of the international order.In this international environment,the world is facing greater instability and uncertainty,and the reform of the global governance system is at a historic turning point.China is an important force to promote and lead the reform of global governance system,so as to build a community of shared future for mankind and lead the world to a new governance pattern.
