乡村振兴语境下的“城归”:情景、解释、隐忧与价值实现

乡村空心化和老龄化背景下,农民作为乡村振兴战略的实施主体,一定程度上处于“缺位”状态。在国家施政方略转变及乡村产业结构调整过程中形成的“城归”群体,有望成为农业农村改革新的支撑力量,其承载的推进乡村创新创业、重塑乡村公共价值和提升乡村治理水平的重要功能,有助于乡村振兴战略的实现。“城归”现象是“合理性”与“合情性”共同作用的结果,符合城乡主客观推拉力量的运行方向,城市疏离感、城市离心力、后现代乡村与乡村向心力等推拉合力奠定其生成的理论基础。研究发现,在“城归”参与乡村振兴过程中,乡村资源瓶颈、话语沟通不畅及乡村治理生态失调给其带来不可言喻的忧虑。因此,在乡村振兴语境下,“城归”价值的实现应有所依托,提升乡村的联盟治理能力、营造优质的公共话语空间及优化乡村治理生态,成为可行的策略选择。

Under the background of rural hollowing and aging,farmers as the main body of rural revitalization strategy,was in a state of"absence"to some extent.The"urban returns"group formed in the process of national policy change and rural industrial structure adjustment was expected to become a new supporting force for agricultural and rural reform.Its important functions of promoting rural innovation and entrepreneurship,remolding rural public value and improving rural governance were conducive to the realization of rural revitalization strategy.The phenomenon of"urban returns"was the result of"rationality"and"reasonableness".The"urban returns"also accorded with the running direction of new subjective and objective push and pull forces.However,in the process of the"urban returns"participating in the rural revitalization,the bottleneck of rural resources,poor discourse communication and unhealthy ecological governance in rural areas brought unspeakable anxiety.In the context of rural revitalization,the value realization of the"urban returns"should be supported by improving the governance ability of rural alliance,creating high-quality public discourse space and optimizing the ecology of rural governance.
