普惠性学前教育的内涵、特征及其实现路径——基于政策文本的解读 被引量:3

摘要 普惠性学前教育应是以政府为主、市场为辅,力求教育公平、实现幼有所育的一种具有开放性质与儿童福利性质的公共学前教育服务体系,具有追求教育公平、重视可持续性、成本可负担、受惠于大众等特征。为实现普惠性学前教育发展目标,进一步回应大众价值诉求,应以政府为引领,建立相关评价及弹性成本分担机制;以幼儿园为核心,探索教师补充渠道;以社区为补充,发挥社区精英的导向作用,利用社会公益组织与企业或媒体平台等渠道不断扩大普惠性学前教育资源。 Inclusive preschool education is supposed to be an open public preschool education service system with the purpose of child welfare.It is based on the government and supplemented by the market,and strives for education fairness and realizes children's education.It aims at pursuing education fairness,emphasizing sustainability,affordable costs,and benefiting the public.In order to achieve inclusive pre-school education development and further respond to public value demands,the government should play a leading role by the establishing relevant evaluation system and flexible cost sharing mechanisms;kindergartens should be seen as the core to explore supplementary channels for teachers;the community should be supplemented by the community’s elites.Moreover,social welfare organizations and enterprises or media platforms will be relied on to continuously expand inclusive preschool education resources.
