外汇管理政策传导的现状、问题及建议——基于陕西省外汇管理政策传导的样本调查

The Current Situation,Problems and Suggestions of Foreign Exchange Management Policy Transmission——A Sample Survey Based on the Transmission of Foreign Exchange Management Policies in Shaanxi Province

为支持涉外经济健康平稳发展,提升跨境贸易投资便利化水平,外汇局出台了一系列改革措施和便利化政策。本文基于问卷调查,对政策传导的现状及存在的问题进行了分析,从强化制度约束、健全传导机制、夯实传导责任等角度提出对策建议。

In order to support the healthy and stable development of foreign-related economies and improve the facilitation of cross-border trade and investment,the foreign exchange bureau has issued a series of reform measures and facilitation policies.In order to accurately grasp the policy transmission and implementation,the author conducted investigations and studies through questionnaire surveys and forums.It is found that the newly introduced foreign exchange management policies are conducive to improving the efficiency of capital use,reducing business operating costs,and broadening the in-depth development of the foreign exchange market.However,in the implementation of specific policies,there are problems such as irregular transmission content and imperfect transmission mechanism.In this regard,this article proposes countermeasures and suggestions from the perspectives of strengthening institutional constraints,improving transmission mechanisms,and consolidating transmission responsibilities.
