高质量发展导向下的新旧动能转换效果评价——基于宁夏经验数据的验证

Evaluation of the Conversion Effect of New and Old Kinetic Energy under the Direction of High Quality Development!Verification based on Ningxia empirical data

十九大报告指出,我国经济已由高速增长阶段转向高质量发展阶段,意味着在转变发展方式、优化经济结构、转换增长动力的关键时期,需要增长动能呈现新变化。本文从省级视角入手,基于高质量发展内容,通过构建新旧动能转换指标体系,对宁夏2009—2018年的新旧动能转换水平进行评价与解读,发现宁夏新旧动能转换指数总体呈上升趋势,新旧动能转换成效显著。其中供给侧动能对宁夏新旧动能发展贡献最为显著;结构转化动能对宁夏新旧动能转换有正向作用,但贡献度小于供给侧动能;需求侧动能发展趋势与宁夏新旧动能转换总趋势存在背离时点,对新旧动能转换贡献不显著。基于以上分析,本文提出解决宁夏新旧动能转换不平衡不充分问题的路径。

The report of the 19th National Congress of the Communist Party of China pointed out that China's economy has shifted from a stage of rapid growth to a stage of high-quality development,which means that in the critical period of transforming the development mode,optimizing the economic structure,and transforming the growth momentum,new changes in growth momentum are required.This article discusses the effects of the conversion of new and old kinetic energy from a provincial perspective.Based on high-quality development content,through the construction of a new and old kinetic energy conversion index system,Ningxia's 2009-2018 new and old kinetic energy conversion level was evaluated and interpreted,and it was found that the new and old kinetic energy conversion index showed a significant upward trend,and the conversion of old and new kinetic energy was effective.Among them,the supply-side kinetic energy has the most significant contribution to the development of new and old kinetic energy in Ningxia;the structural transformation kinetic energy has a positive effect on the conversion of old and new kinetic energy in Ningxia,but the contribution is less than the supply-side kinetic energy;the development trend of demand-side kinetic energy is deviated from the general trend of Ningxia5 s old and new kinetic energy conversion,The contribution to the conversion of new and old kinetic energy is not significant.Based on the above analysis,this article attempts to propose a path to solve the problem of inadequate conversion of new and old kinetic energy in Ningxia.
