新型城镇化试点政策对区域生态环境的影响——基于PSM-DID的实证检验 被引量:17

The impact of the New Urbanization pilot policy on the regional ecological environment:Based on the empirical test of PSM-DID

摘要 基于中国187个地级市的面板数据,利用双重差分法评估新型城镇化试点政策对区域生态环境的影响,并运用双重差分倾向得分匹配法(PSM-DID)进行了验证。研究显示:新型城镇化试点政策显著改善了区域生态环境,基于PSMDID方法的估计结果与上述结论无明显差异。机制验证结果表明:新型城镇化试点政策可以推动产业结构转型升级,促进企业技术创新,加强环境规制。其中,新型城镇化试点政策通过推动产业结构转型升级、促进企业技术创新改善了区域生态环境,通过加强环境规制改善区域生态环境的效果则不显著。异质性分析表明:新型城镇化试点政策对区域生态环境的影响具有明显的异质性,与东部地区相比,中西部地区的新型城镇化试点政策对生态环境的改善效果更为明显。 Based on the panel data of 187 prefecture-level cities in China,the double difference method is used to evaluate the impact of the new urbanization pilot policy on the regional ecological environment,and the double difference propensity score matching method(PSM-DID)is used to further verify.The study found that the new urbanization pilot policy has significantly improved the regional ecological environment,and the estimation results based on the PSM-DID method are not significantly different from the above conclusions.Mechanism verification shows that the new urbanization pilot policy can promote structural transformation and upgrading,promote enterprise technological innovation,and strengthen environmental regulations.Specifically,the new urbanization pilot policy improves the regional ecological environment by promoting structural transformation and upgrading and promoting enterprise technological innovation.The effect of improving the regional ecological environment by strengthening environmental regulations is not significant.The analysis of heterogeneity shows that the impact of the new urbanization pilot policy on the regional ecological environment is obviously heterogeneous.Compared with the eastern region,the new urbanization pilot policy in the central and western regions has a better effect in improving the ecological environment.
