摘要
最低工资制度作为城市劳动与就业的保障政策,通过劳动报酬和相对要素价格等机制影响城市的创新能力。我国283个城市2001-2017年面板数据的多模型回归研究结果显示:最低工资标准的持续上调对城市创新能力有显著的促进作用,但影响效应存在地区和发展水平的差异。其中,西部地区作用最为明显,东部次之,中部最弱;城市创新能力相对于最低工资的上调存在边际递增效应,二者呈反"L"型非线性关系。完善、发达的创新环境更有利于促进城市创新,最低工资制度与其他研发创新要素及创新制度有机协同才能促进城市创新能力的长期发展。
Technological innovation and progress are the basic driving force for the prosperous development of the city.As the urban employment and labor security policy,the minimum wage system affects the city’s ability to innovate through multiple mechanisms such as labor compensation and relative factor prices.According to the multi-model regression results based on panel data of 283 Chinese cities from 2001 to 2017,the continuous increase of minimum wage standard has a significant promoting effect on urban innovation ability,but there are regional and development level differences in the effect,among which the western region plays the most obvious role,followed by the eastern region,and the central region is weak;The upward adjustment of urban innovation ability relative to the minimum wage also has a marginal increasing effect,and the two have an reversed L-shapednon-linear relationship.Perfecting the developed innovation environment is more conducive to promoting urban innovation.The organic cooperation between the minimum wage system and other R&D innovation elements and innovation systems can promote the long-term development of urban innovation capabilities.
