“双循环”新发展格局构想与企业应对之道

党的十九届五中全会提出“加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局”,这是党中央根据当前国内外形势出现巨大变化而作出的重要判断和部署,是重塑我国国际合作和竞争新优势的战略举措。实现这个部署要充分利用当下中国经济恢复增长的有利因素,积极应对和化解国内外的不利因素。同时,也需要以马克思主义经济循环理论作指导,并借鉴反映市场经济一般规律的凯恩斯主义循环理论。实现国内循环的重点是实现从国内生产到流通的良性循环。为此,在生产供给侧要着重建立更加完整的产业链、供应链,更加协调的区域经济体系,高质量的价值链,实体经济与虚拟经济良性循环体系。在流通供给侧要着重建立能够满足国内产业链和供应链稳定需求的流通体系,在供求两端建立起更加通畅的流通运输方式及网络,建立协调生产-流通利益的平衡新机制,建立由信息技术进步改造流通带来的新管理方式,继续对流通产业加大投入,并实现政府与市场的合作和分工。实现国际循环的重点在于积极维护和改进WTO,同时积极推进“一带一路”建设。在“双循环”新发展格局之下,不同类型企业的优劣势不同,外向型企业面临更大挑战,内向型企业面临更多机遇。各类企业都要认清形势,转变观念,采取适合自身特点的应对之策。

The Fifth Plenary Session of the 19th CPC Central Committee,puts forward to"speed up the construction of a new pattern of development with the main body of domestic big cycle and the mutual promotion of domestic and international dual cycle".This is an important judgment and arrangement made by the CPC Central Committee on the basis of the great changes in the current situation at home and abroad,and a strategic measure to reshape the new advantages of international cooperation and competition in our country.To realize this deployment,we should make full use of the favorable factors of China's economic recovery and growth,and actively deal with and resolve the unfavorable factors at home and abroad.At the same time,it is also necessary to take the Marxist theory of economic cycle as a guide,and to learn from the Keynesian cycle theory which reflects the general law of market economy.The focus of the domestic cycle is to realize the virtuous circle from domestic production to circulation.Therefore,on the supply side of production,we should focus on the establishment of a more complete industrial chain and supply chain,a more coordinated regional economic system,high-quality value chain,real economy and virtual economy virtuous cycle system.On the supply side of circulation,we should focus on establishing a circulation system that can meet the stable demand of the domestic industrial chain and supply chain,a more smooth circulation mode and network at both ends of supply and demand,a new mechanism to coordinate the production-circulation benefits,a new management mode brought about by the transformation of the circulation of information technology progress,investing heavily in the circulation industry,and realizing the cooperation and division of labor between the government and the market.The focus of achieving the international cycle is to actively maintain and improve the WTO,while actively promoting the Belt and Road construction.Under the new pattern of"dual cycle",the advantages and disadvantages of different types of enterprises are different,so export-oriented enterprises face greater challenges and inward-oriented enterprises face more opportunities.Therefore,all kinds of enterprises should recognize the situation,change the ideas and adopts countermeasures suitable for their own characteristics.
