摘要
互联互通蓝图下,促进中国产业转型升级的关键是建立与之对应的人力资源支持体系。为构建合适的人力资源支持体系,本文分析了中国产业转型的现状和用人需求,剖析了目前我国产业转型升级人力资源支持体系存在的突出障碍,如人力资源结构配置与产业结构匹配程度不合理;人力资本存量不足,农村人力资本严重匮乏制约产业转型升级和经济发展;人力资本利用率不高影响产业转型升级和经济发展速率等。在此基础上,构建了与之对应的人力资源支持体系,并提出相应建议:注重职业教育,加强职业教育与普通教育之间的联系;加强农村教育资源分配;健全人才公共服务体系建设;重视人力资源服务业中介作用,促进人才匹配和培养。
Under the blueprint of interconnection,the key to promoting China's industrial transformation and upgrading is to establish a corresponding human resource support system.In order to construct a suitable human resource support system,this paper analyzes the current situation and employment demand of China's industrial transformation and explores the existing problems of China's industrial transformation and upgrading human resource support system,such as unreasonable matching degree between human resource structure allocation and industrial structure,insufficient stock of human capital stock,serious shortage of rural human capital restricting industrial transformation and upgrading and economic development,and the low utilization rate of human capital affecting industrial transformation and upgrading and economic development.Then we build a corresponding human resources support system,make the following recommendations:focusing on vocational education and strengthening the links between vocational education and general education;strengthening the distribution of rural educational resources;improving the construction of talents'public service system;and paying attention to the intermediary role of human resource service industry and promoting talent matching and training.
