摘要
激发基层干部的担当作为是当前中国公共管理实践的重大现实问题。采用行为公共管理学视角,以自我决定理论为基础,沿着"自主性-受控性"的轴线分析担当作为动机,以基层干部为样本(N=277),量化验证了自主动机的"内在调节:担当偏好""整合调节:担当价值观""认同调节:担当认同";受控动机的"内摄调节:担当心安感""外在调节:担当压力"对担当作为的积极作用,并发现不同子维度的担当作为动机对于担当作为正向效应的程度也不同,从强到弱依次为担当心安感>担当偏好>担当价值观>担当认同>担当压力。同时,基于角色认同理论,发现担当作为动机对担当作为的作用经过了担当角色认同的中介,个体的多种具体子维度动机都会形成担当角色认同,完成自我整合,进而产生担当作为的行为。研究结论为干部担当作为生发路径的精细化研究以及激发干部担当作为的管理实践提供了有效启示。
Stimulating street-level cadres to take charge is a major practical problem in China’s current public management practice.From the perspective of behavioral public administration,based on the self-determination theory,this paper analyzes(N=277)the motivation of taking charge along the continuum of"autonomous-controlled"and quantitatively verifies the positive effect of"intrinsic regulation:taking charge preference","integrated regulation:taking charge values"and"identified regulation:taking charge identity"of autonomous motivation,and"interjected regulation:taking charge ease"and"external regulation:taking charge stress"of controlled motivation,on taking charge behavior.Moreover,the effects vary in the different regulation dimensions.From strong to weak,the order is taking charge ease,preference,values,identity,and stress.At the same time,based on the role identity theory,the findings show that the relationship of taking charge motivation and behavior is through the mediation of taking charge role identity,indicating that various specific taking charge regulations of individuals will form as a role identity,completing self-integration,and then lead to the taking charge behavior.The conclusion provides effective enlightenment for the research of cadre’s taking charge and the management practice of stimulating cadres.
