2010—2018年全国中医药总费用变化趋势及流向分析

Comparative Analysis on the Change Trend and Flow Direction of the Total Expenditure of Traditional Chinese Medicine in China from 2010 to 2018

目的:分析2010—2018年全国中医药总费用变化趋势和流向特征,研究其占全国卫生总费用比重的变化,为中医药发展及有关部门政策制定提供依据.方法:采用机构流向法进行测算并分析.结果:经测算,2018年全国中医药总费用为9134.49亿元,占卫生总费用和GDP的比重分别为15.61%和1.015%.2010—2018年全国中医药总费用流向医院的总量最高,基层医疗卫生机构年均增长最快为16.33%,药品零售机构年均增速最低,且占比呈整体下降趋势;各机构中医药总费用占其卫生总费用的比重均呈整体上升趋势.结论:近年全国中医药总费用增速有所放缓,应持续大力发展中医药事业,使其占全国卫生总费用的比重持续提高;优化完善机构流向,加强非中医类医院的中医科室建设;扶持基层中医药的发展;取消药品加成政策在中医药领域发挥效果.

Objective:To analyze the changing trend and flow direction characteristics of the total health expenditure of traditional Chinese medicine(TCM)in China from 2010 to 2018,and to study the changes of its proportion in the national total health expenditure,so as to provide the basis for the development of traditional Chinese medicine and the policy-making of relevant departments.Methods:The flow direction method was used in calculation and analysis.Results:In 2018,the total health expenditure of traditional Chinese medicine was 913.49 billion yuan,accounting for 15.61%and 1.015%of the total health expenditure and GDP,respectively.From 2010 to 2018,the total amount of the total expenditure of traditional Chinese medicine flowing to hospitals was the highest,the average annual growth rate of primary medical and health institutions was the fastest,which was 16.33%,the annual average growth rate of drug retail institutions was the lowest,and the proportion showed an overall downward trend;the proportion of the total health expenditure of traditional Chinese medicine in the total health expenditure of each institution showed an overall upward trend.Conclusion:In recent years,the growth rate of the total health expenditure of traditional Chinese medicine has slowed down.It needed to continue to vigorously develop the cause of traditional Chinese medicine,so as to make its proportion in the national total health expenditure continue to increase;optimize and improve the institutional flow,strengthen the construction of TCM departments in non TCM hospitals;support the development of primary traditional Chinese medicine;cancel the drug additions policy to play an effective role in the field of traditional Chinese medicine.
