国有大型油田企业“去行政化”路径措施研究 被引量:1

摘要 "去行政化"是全面深化国企改革的重要组成部分。国内石油企业特别是大型油田企业,长期沿袭的传统行政管理体制、管理模式已成为制约可持续高质量发展的瓶颈。本文分析了国有油田企业"去行政化"的必要性、面临的矛盾问题,厘清"去行政化""强市场化"、推进企业管理体系和管理能力现代化的逻辑关系。以胜利油田为例,从破解制约石油企业高质量发展的深层次体制机制障碍入手,提出"四个坚持、四个破除、构建四大体系"的"去行政化"推进思路措施,为石油企业建立现代企业制度,全面激发发展活力提供理论和实践支撑。 De-administration is an important component of deepening the overall reform of state-owned enterprise.For domestic petroleum enterprises,especially the large-scale oilfield enterprises,traditional administrative management mechanism and management mode inherited for a long term have become the bottleneck restricting sustainable and high-quality development.This paper analyzes the necessity,contradictions and problems in deadministration of state-owned oilfield enterprises,and clarifies logic relationship among de-administration,strengthening marketization and promoting modernization of enterprise management system and management ability.Taking Shengli Oilfield as an example to break the deep-level system and mechanism barriers restricting the high-quality development of petroleum enterprises,it puts forward the thinking and measures to promote de-administration with"four insisting,four abolishing,and constructing four major systems",so as to provide theoretical and practical support for petroleum enterprises to establish modern enterprise system and comprehensively stimulate development vitality.
