论新形势下消防监督管理体系的构建

On the Construction of Fire Supervision and Management System under the New Situation

在分析当前消防监督管理体系改革必要性的基础上,提出构建“消防安全综合监管”管理体系,减少审批和监管环节中的前置条件把关,筑牢社会单位消防安全主体责任基础,理顺与相关部门的执法边界,构建与社会发展相适应的监督管理手段等具体措施,为构建与时俱进的消防监督管理体系提供参考。

On the basis of analyzing the reform’s necessity of fire supervision and management system,this paper proposes building a management system with the name of“comprehensive fire safety supervision”and taking specific measures like reducing the precondition in the examination and approval and regulatory control,laying a solid foundation for fire safety subject responsibility,straightening out the boundary with related departments of law enforcement,constructing supervision methods that can meet the needs of social development in order to provide reference for constructing a fire supervision and management system to keep pace with the times.
