智能网联汽车发展中的法律政策研究

The Research on Laws and Regulations of the Development of Internet of Vehicles

在智能网联汽车技术和产业发展快速发展的背景下,介绍了国际上发达国家和地区在推进自动驾驶方面的法规政策,并从宏观指导、微观制度以及地方政策梳理了国内法规政策现状,在此基础上阐述了我国智能网联汽车发展中在法律政策方面遇到的问题,最后提出三方面的立法建议:一是平衡好技术发展与国家安全,二是平衡好信息网络安全之间的关系,三是做好立法科学统筹与部分法律法规优先出台。

Under the background of the rapid development of Internet of vehicle technology and industry,the paper introduces the laws and policies on promoting automatic driving in developed countries and regions,and combs the current situation of domestic laws and policies from the macro guidance,micro system and local policies.On this basis,it expounds the problems encountered in the legal and policy aspects in the development of internet of vehicles in China.Finally,three suggestions are put forward.
