沙特空间规划体系解读及对我国市县乡镇国土空间规划编制的思考

Study on the Spatial Planning System of Saudi Arabia and Its Application in the Territorial Spatial Planning in China

此文以沙特的国家空间规划体系为研究对象,分析了其规划体系的主要特征,发现其规划行政体系表现为王室统治下的中央集权化特征,规划法规体系充分体现了宗教对国家管理的影响。其“国家空间战略—区域规划—地方规划—详细规划”的四级规划技术体系及主要内容与我国国土空间规划体系较为类似:国家空间战略是指导沙特整个国家空间发展的最高战略;区域规划是地区的统筹规划,偏战略性;地方规划是城市的总体规划,内容偏向实施性;详细规划是对具体地块的建设布局,直接用于指导具体建设行为。在对沙特四级规划体系的主要内容进行展开分析之后,发现其地方规划特色鲜明、实施效果良好,基于以上分析对我国市县乡镇级国土空间规划编制的思路进行探讨。

This article takes the spatial planning system of Saudi Arabia as the research object,analyzes the main features of its planning system,and finds that its planning administrative system is manifested as a centralized feature under the royal family,the planning law and regulation system fully reflects the influence of religion.Its fourlevel planning technology system of'National Spatial Strategy-Regional Plan-Local Plan-Land Subdivision Plan'and its main content are similar to that of China.The national spatial strategy is the highest strategy to guide the development of the entire national space;the regional plan is the overall plan of 13 areas,which is more strategic;the local plan is the overall plan of the city,and the content is more implementation-oriented;the land subdivision plan is the construction layout of specific plots,which is directly used to guide specific construction actions.After analyzing the main contents of the four-level planning system,it is found that the feature of local planning is distinctive and the effect of implementation is good.Based on the analysis above,this article discusses its application in the territorial spatial planning of China at the city,county and township level.
