黑龙江自贸试验区与俄罗斯远东经贸合作法治化路径探析

An Analysis of the LegalizationPathway of the Economic and Trade Cooperation betweenHeilongjiangPilot Free Trade Zone and Russian Far East

黑龙江自贸试验区获批将进一步赋能中俄经贸合作,为黑龙江省和俄罗斯远东经贸合作带来重要机遇。本文立足自贸区建设,基于黑龙江省对俄罗斯远东合作的现实基础,分析黑龙江自贸试验区建设为黑龙江省与俄罗斯远东合作带来的新机遇,提出黑龙江自贸试验区与俄罗斯远东经贸合作法治化具体路径,更好地发挥法治的引领、推动、规范和保障作用,为全面深化改革、扩大对外开放提供坚强制度保障。

The approval of Heilongjiang Pilot Free Trade Zone will further enhance Sino-Russian economic and trade cooperation,and bring great opportunities to the economic and trade cooperation between HeilongjiangProvince and Russian Far East.Based on the construction of free trade zone andthe existing foundation of HeilongjiangProvince’s cooperation with Russian Far East,this paper analyzes the new opportunities brought by the construction of free trade zoneto the cooperation of HeilongjiangProvincewith Russian Far East,andputs forward specific pathways of the legalization of the cooperation.Given the role of laws to lead,to promote,to regulate and to guarantee,the study aims to provide legal reference for the comprehensive and deep economic cooperation and provide a strong institutional guarantee for China’s economic reform and opening up to the outside world.
