落实能源革命要求,履行生态文明建设责任是企业的使命和担当。结合石化企业面临可持续发展的战略期、旧动能升级改造的机遇期和节能服务产业还处于萌芽期的背景,以"净零"排放的新思路分析了发展节能产业的必要性,根据以创新为驱动、以市场为主导、以提质增效为中心的发展原则,指出了构建实现市场化运营的"科研+服务+工程+权益交易"的发展路径,给出了打造综合能源服务公司、发展合同能源管理、对外提供节能服务换取碳配额、打造人才队伍和依靠科技的发展建议。

It is the mission and responsibility of the enterprises to implement the requirements of energy revolution and fulfill the responsibility of ecological civilization construction.As Sinopec is in the strategic period of sustainable development,the opportunity period of energy upgrading,and the initial stage of energy-saving service,this paper is to analyze the necessity of developing energy-saving business with the new thinking of"Net-Zero"emission.Based on the innovation-driven,market-oriented and efficiency-centered principle,it points out that the development path of"research+service+engineering+equity transaction"should be set up to realize marketable operation.Finally,it gives the development suggestions to establish integrated energy service company,push for energy management contract,provide energy-saving services in exchange of carbon quotas,build up talent team and rely on science and technology.
