The Decision Making Process of Applying Government Investment Funds to PPP Projects

在诸多入库PPP项目中优选出风险低、回报适宜的项目进行投资是政府方使用政府投资基金关注的核心,也是推动PPP项目顺利开展的关键。基于政府视角,从当地政府能力及环境、项目特征、项目影响3个维度建立较为全面的政府基金应用于PPP项目的选择指标体系。通过在模糊环境下将层次分析法(AHP)和优劣解距离法(TOPSIS)相结合的混合多准则决策(MCDM)方法,利用相似指数对备选项目进行排序,并以陕西省PPP项目库中的5个项目为例进行验证,结果表明,该模型具有较强的可行性,可为政府方使用政府基金投资PPP项目的前期决策提供参考。

How to select projects with low risks and appropriate returns among the numerous inbound PPP projects is the focus of the government to use the government investment fund. It is also the key to promoting the smooth development of PPP projects. From the perspective of the government,this study constructs a comprehensive selection index system for the application of government funds to PPP projects in three aspects including local government capacity and environment,project characteristics,and project impacts. This paper uses the hybrid multi criteria decision making(MCDM)method by combining the analytic hierarchy process(AHP)and TOPSIS in fuzzy environment. And it uses the similarity index to rank the candidate items,and finally,five projects in the PPP project database of Shaanxi Province are taken as examples for verification. The results show that the model is feasible and can provide reference for the government to use government funds to invest in PPP projects in the early stage.
