摘要
随着建筑市场的不断发展和扩大,建设工程多项目管理逐渐成为一项新兴的管理模式。建设工程多项目管理不确定性高、影响关系复杂,现有的单项目管理理论未能将多项目间的复杂协同关系纳入管理过程中,难以为建设工程项目组合协同管理提供支撑。为解决此问题,提出了建设工程项目组合配置协同效果评价指标体系,采用数据包络分析模型(DEA)构建了建设工程项目组合配置协同效果评价模型。并通过案例分析证明了所构建评价模型能够有效量化项目组合配置协同效果,缩小项目组合选择范围,为协同视角下的建设工程项目组合管理提供理论依据。
With the continuous development of the construction market, multi-project management has become an emerging managerial mode for construction projects. Construction multi-project management has the characteristics of high uncertainty and complex influence relations. However, the existing construction individual project management knowledge fails to consider the complex synergies among projects. That makes it challenging to provide the basis for project portfolio selection from the synergistic perspective, which may impede project portfolio configuration and management effectiveness. To solve this problem,firstly,this paper proposes the construction project portfolio configuration evaluation index system. Then,the Data Envelopment Analysis(DEA) method is used to build the synergistic evaluation model of project portfolio configuration. Finally,the validity of the model is demonstrated through a case study. The result shows that the model constructed in this paper can effectively quantify the synergistic effect of project portfolio configuration and narrow the decision-making scope of project portfolio selection and provide a reference for project portfolio selection from the perspective of synergetic management.
