摘要
目前我国大部分地区尚未成立独立的中医监督科室,中医专职和中医学专业背景监管人员少,监管队伍呈现哑铃型的年龄结构,中医执法监督队伍体系亟待加强。与之对应的是,中医诊所违法违规问题逐渐显现,如超备案范围开展医疗活动,违法发布医疗广告等,严重损害了中医药的社会评价和民众的生命健康。建议构建中医诊所执法监督"1234+N模式"。即建立一支高水平的执法监督队伍,设计两张标准化的现场核查表和日常监管表,加强备案管理、日常监管、综合评价中的风险管理,明确定标准、划重点、分级别、重培训等四项核心工作,强化机构自治、行业自律、社会监督等N项综合监管措施。
The independent supervision departments of Chinese medicine have not been established in most regions of China, with insufficient full-time supervisors with the background of Chinese medicine, and age structure of dumbbelling, which needs to be urgently improved. Meanwhile, violations on laws and regulations were gradually emerging, such as medical activities beyond the scope of registration and medical advertisements violating laws, which seriously damaged the social evaluation on Chinese medicine and the people’s life and health. It is suggested to construct a "1234+N" model for law enforcement and supervision on clinics of Chinese medicine, strengthen the supervision of filing management, risk management of comprehensive evaluation, definite the core points, and strengthen institutional autonomy, self-discipline, and social supervision.
