摘要
该文对制约大型科学仪器设备开放共享效益评价的主要影响因素进行了分析并提出了构建"网格化"效益评价体系的观点。对大型科学仪器设备按照"专用专管""通用专管""通用共享"三种属性实施分类的标准和必要性进行了说明。阐述了以分类评价为基本原则,对管理单位和使用机组分别进行横向效益评价和纵向效益评价,并依据考核结果进行激励调控的实施路径和方法。
This paper analyzes the main factors that restrict the opening and sharing benefit evaluation of large-scale scientific instruments and equipment and puts forward the viewpoint of constructing "Gridding" benefit evaluation system. The classification standard and necessity of large-scale scientific instruments and equipment according to the three attributes of "Special management", "General special management" and "General sharing" are explained. Based on the basic principle of classified evaluation, this paper also expounds upon the implementation path and method of incentive regulation for management units and operating units respectively for horizontal benefit evaluation and longitudinal benefit evaluation.
