摘要
当前正处于“十三五”收官、“十四五”谋划和“两个百年目标”交汇的重要历史节点,面对“十四五”时期经济社会发展的深刻变化,以及服务全民终身学习教育体系建设的需要,国家和地方应当加强学分银行建设理论研究,厘清关键概念内涵与彼此关系,加大政策指导与制度供给,规划资历框架顶层设计与建设路径,提供分类指导。学分银行建设者则要勇于创新探索,找准现实需求,拓展服务领域与职能,完善组织体系建设,强化学分银行间的合作发展,加强信息化技术支撑,提升服务能力,培育终身学习理“才”文化,营造学分银行发展氛围。
At the important historical juncture of the"13th Five-Year Plan"and the"14th Five-Year Plan",as well as the"Two Centennial Goals",in the face of the profound changes in economic and social development during the period of the"14th Five-Year Plan"and the need of serving the whole people's lifelong learning and education system,the state and local governments should strengthen theoretical researches on the credit bank construction,clarify the connotation of key concepts and their relationship,strengthen the policy guidance and system supply,plan the top-level design and construction path of qualification framework,and provide classification guidance.Whereas,credit bank builders should have the courage to innovate and explore,identify realistic needs,expand service areas and functions,perfect organization system construction,reinforce the cooperative development among credit banks,strengthen the support of informationized technology,promote users'experience,foster a lifelong learning culture of managing"capability"and create an atmosphere for the development of credit banks.
