摘要
我国社区教育是一个复杂的社会生态系统,与社区治理存在着紧密的耦合性,适逢当前重要的战略机遇期,亟需一个稳态秩序结构设计。鉴于社区教育治理在实践过程中存在着参与主体缺位、利益机制不畅、管理方式粗放、制度建设缺失等诸多困境,宜基于生态化治理视角,从理念价值、技术支持、运行模式和秩序建构等方面寻找思路,并着眼于整体性、系统性、包容性和网络性,厘清社区教育多元主体之间的关系,构建以政府为主导、多元主体共同参与的生态化治理网络与治理机制框架,以理念重塑、模式创新、数据驱动和政策调适等措施为推进策略,实现新时代社区教育与社区治理协同发展。
China's community education is a complex ecosystem,which is closely coupled with community governance.Facing the current important strategic opportunity,it needs a stable order structure.However,in the process of practice,there are still many dilemmas in community education governance,such as the absence of participants,the incomplete benefit distribution mechanism,the extensive management mode,and the inadequate system construction.From the perspective of ecological governance,ideas should be found from the aspects of concept value,technical support,operation mode and order construction.And focusing on integrity,systematicness,inclusiveness and network,we must clarify the relationship between multiple subjects of community education,and build a government-led and multiple subjects-participated ecological governance network and governance mechanism framework.To realize the coordinated development of community education and community governance in the new era,we should take such measures as concept remodeling,model innovation,data-driven and policy adjustment as the promotion strategy.
