摘要
随着我国社会经济的不断发展,人类社会生产活动的增加,环境污染问题日益凸显。为了落实可持续发展理念,实现经济建设和生态文明建设的同步推进,我国进一步加大了环境污染治理的力度,政府及相关环保部门出台了一系列环境管理制度规范和条例。作为环境管理制度体系的重要组成部分,环境影响评价制度和排污许可制度这两项制度的实施,对于环境污染治理具有非常积极和重要的帮助。现阶段,我们正在努力探索环境影响评价制度和排污许可制度二者的互动和有效衔接。为了整合两种制度的优势,建立统一的环境管理技术标准、制度规范,推动当前我国环境保护工作朝着专业化和精细化的方向发展,本文围绕环境影响评价与排污许可制度的互动和有效衔接展开分析和研究。
With the continuous development of my country’s social economy and the increase of human social production activities,the problem of environmental pollution has become increasingly prominent.In order to implement the concept of sustainable development and realize the simultaneous advancement of economic construction and ecological civilization construction,my country has further increased its environmental pollution control efforts.The government and relevant environmental protection departments have issued a series of environmental management system specifications and regulations.As an important part of the environmental management system,the implementation of the two systems,the environmental impact assessment system and the pollution discharge permit system,has a very positive and important help for environmental pollution control.At this stage,we are working hard to explore the interaction and effective connection between the environmental impact assessment system and the pollution discharge permit system.In order to integrate the advantages of the two systems,establish unified environmental management technical standards and institutional norms,and promote the current development of my country’s environmental protection work in the direction of professionalism and refinement,this article focuses on the interaction and effective connection of environmental impact assessment and pollution permit systems carry out analysis and research.
