社会治理视角下的城市大脑电力驾驶舱设计及应用

Design and application of city brain electric cockpit from the perspective of social governance

针对电力数据如何在线化、智能化服务社会治理问题,提出以城市大脑为基础的电力驾驶舱理念,依托电力大数据为政府数字化城市治理提供辅助决策、为企业健康绿色发展提供智慧支持。首先,分析城市数字化转型中对电力数据的需求及电力大数据特征,构建一种社会治理视角下的电力大数据范式应用体系;其次,设计电力驾驶舱系统架构,实现海量能源据实时、安全的传输交互;最后,研究电力大数据的社会治理关键技术,提出电力-政务数据融合方法,构建社会治理电力指标体系和电力用户行为分析方法,实现指标化、场景化、平台化的电力数据服务。系统实际部署及应用场景取得的成效表明,电力驾驶舱是一种实现电力数据服务社会民生,提升城市数字化治理水平的有效途径。

In view of serving the social governance online and intelligently by power data,the concept of electric cockpit based on the city brain is prepossessed to provide auxiliary decision-making for the government’s digital city governance and provide intelligent support for the healthy and green development of enterprises relying on power big data.Firstly,based on analyzing the demand for power data and the characteristics of power big data in the digital transformation of cities,a paradigm application system of power big data from the perspective of social governance is build.Secondly,the system architecture is designed to achieve real-time and safe mass energy data transmission interaction.Finally,the key technologies of social governance of power big data is researched by proposing a power-government data fusion method,building a social governance power index system and power user behavior analysis methods,for providing indexed,scenario-based,and platform-based power data services.The actual deployment of the system and the results achieved in the application scenarios show that the electric cockpit is an effective way to realize the power data to serve the society and people’s livelihood and improve the level of urban digital governance.
