“卡果哇”与藏区基层社会治理——以同仁县江什加村结夏安居欢庆仪式为例

"Kaguowa"and Grassroots Social Governance in Tibetan Areas:Taking the Celebration Ceremony of Jiexia Anju in Jiangshijia Village of Tongren County as an Example

新时期藏区基层社会治理呈现了传统与现代交叉、并行等多种情况,社会治理网络的主体实践过程既有现行制度的准则又有传统社会组织治理选择的内在逻辑与外在因素。文章以青海省黄南州同仁地区江什加村结夏安居欢庆仪式为观察维度,通过对“卡果哇”这种传统组织在乡村社会中的存在形式以及在地方社会仪式中所扮演的基层社会协调角色来分析研究该地的乡村社会组织及其治理运行,探析了传统社会精英群体的地方社会实践与基层社会治理参与模式。“卡果哇”作为非正式权力,传统文化的延续与地方性知识的解释是其权威获取的重要文化资源禀赋,也是社会转型时期民族地区基层社会治理多元化、多层次协调治理的内生动力。

In the new period,the grassroots social governance in the Tibetan area has shown various forms such as the intersection and parallelism of tradition and modernity.The main practice process of the social governance network has the guidelines of the current system.There are also internal logic and external factors of traditional social organization governance choices.This article takes the the celebration ceremony of Jiexia Anju in Jiangshijia Village of Tongren District,Huangnan Prefecture,Qinghai Province as the observation dimension.Through the existence of the traditional organization“Kaguowa”in rural society,and the role of grassroots social coordination in local social ceremonies to analyze and study the rural social organizations and their governance in the area.Explore the traditional social elite groups'local social practice and grassroots social governance participation model."Kaguowa"as an informal power,the continuation of traditional culture and the interpretation of local knowledge are important cultural resource endowments obtained by its authority.It is also the endogenous driving force for the pluralistic and multi-level coordinated governance of grassroots social governance in ethnic areas during the period of social transformation.
