随着中国特色社会主义进入新时代,我国的主要矛盾也随之发生转化,区域发展不平衡成为制约西部地区广大人民提升获得感、幸福感、安全感的关键因素。为了进一步缩小区域发展的差距,促进西部地区高质量发展,党中央和国务院颁布了《关于新时代推进西部大开发形成新格局的指导意见》。在新的社会发展阶段,以习近平同志为核心的党中央再次将西部大开发提上议程。人民群众是发展的出发点、落脚点以及依靠力量,在西部大开发过程中,继续坚持以人民为中心是新时代推进西部大开发形成新格局的根本立场与价值导向。

As socialism with Chinese characteristics has entered a new era,the main contradiction in China has also transformed.The imbalance of regional development has become a key factor restricting the people in the western region to enhance their sense of gain,happiness and security.In order to further narrow the regional development gap and promote the high-quality development of the western region,the CPC Central Committee and the State Council promulgated the Guiding Opinions on Promoting the Western Development to Form a New Pattern in the New Era.In the new stage of social development,the CPC Central Committee headed by general secretary XI Jin-ping once again put the western development on the agenda.The people are the starting point,foothold and relying force of development.In the process of western development,it is the fundamental position and value orientation of promoting the western development to form a new pattern in the new era by continuing persisting in taking the people as the center.
