Service Sector and Building China into a Leader in Trade——A Summary of Expert Viewpoints of the Sixth Summit Forum on Expanding and Opening up

“十四五”规划建议提出要加快构建国内国际双循环相互促进的新发展格局,是要利用国内国外两个市场、两种资源,完善包括调控机制、法律法规等内外贸易一体化的诸多方面。要真正实现内外贸易一体化,关键在于处理好标准问题。我国要以产业转型升级为支撑,进一步强化出口的竞争新优势;以促进形成强大的国内市场为根本,进一步扩大进口,促进进口结构优化;以“一带一路”高质量发展为重点,为贸易提质增效创造新的空间,进一步加快贸易强国建设步伐。我国服务业扩大开放进程中各地方的自贸区建设各具特色,从宏观层面来看,自贸区建设的地区定位各不相同;从中观层面来看,目前的重点主要是推动自贸区成为高端产业和新业态的聚集地,同时对区域整体产业链、供应链的稳定、完善以及产业结构升级形成重要支撑;从微观层面来看,自贸区建设形成了多样化的创新举措,已出现260多个创新案例,且得到很好的推广和复制,北京也正在高水平建设国家服务业扩大开放综合示范区和自贸试验区。“双循环”新发展格局下,我国的城镇化、老龄化、信息化、服务化、国际化成为消费增长的新动力,第一动力是加快收入分配改革,增加居民收入,促进居民消费。

The 14th five-year plan puts forward to build a new development paradigmfeaturing dual circulation,in which domestic and overseas markets reinforce each other,with the domestic market as the mainstay.It is to make use of both the domestic and international markets and resources,perfect many aspects of the integration of internal and external trades,including regulation mechanism,laws and regulations.And the most critical thing is the standard problem to really get through the integration of internal and external trades.China should take industrial transformation and upgrading as the support to further strengthen the new competitive advantages of exports.To promote the formation of a strong domestic market as the fundamental,China should further expand imports,and promote the structural optimization of imports.At the same time,China also should focus on the high-quality development of the Belt and Road,create new space for improving the quality and efficiency of trade,and further accelerate efforts to build China into a strong trading country.At present,the construction of the free trade zones in each place has its own characteristics during the process of expanding and opening up of China's service industry.From the macro viewpoint,the regional positioning of the free trade zones is typically different.;from the medium viewpoint,the current focus is mainly to promote the free trade zones to become a gathering place for high-end industries and new forms of business,and further to form an important support for the stability and improvement of the overall industrial chain and supply chain in the region as well as the upgrading of industrial structure;and from the micro viewpoint,the construction of the free trade zones has formed a variety of innovative measures,so far there have been more than 260 specific innovation cases,which have been well promoted and copied,and Beijing is building a high-level of both comprehensive demonstration zone for expanding and opening-up of the national service industry and Beijing pilot free trade zone.Under the new development pattern of dual circulation,China's urbanization,aging,informatization,servitization and internationalization have become the new driving forces for consumption growth,and the first driving force for that is to accelerate the reform of income distribution,increase residents'income,and promote residents'consumption.
