关于完善乡村治理多元参与机制的思考——以协同治理理论为视角

Multiple Participation Mechanisms in Rural Governance from the Perspective of Collaborative Governance

在协同治理视阈下对漳州市乡村治理进程展开分析能够发现:漳州市已经构建多元参与机制,但这一机制在运行过程中呈现出一些问题。主要问题是:多元参与机制的主体职责未与需求高度契合;乡村文化振兴与多元参与机制未实现有效协同;不同领域的多元参与机制效能尚未实现相对均衡。这些问题归因于多个方面,从发展趋向来看,乡村治理多元参与机制将进一步优化,助推这一趋向的途径主要有:夯实多元参与机制的建设基础;优化多元参与机制的相关机制;优化多元参与机制的环境。

After analyzing the rural governance process of Zhangzhou City from the perspective of collaborative governance,we can find that Zhangzhou City has built a multiple participation mechanism,but,in the operation,it has some problems:the main responsibilities of the mechanism being not highly compatible with the needs,the rural cultural revitalization and the multi-participation mechanism having not achieved effective coordination and the effectiveness of the mechanism in different fields having not yet achieved a relative balance,which are due to many aspects.From the perspective of development trends,the mechanism in rural governance will be further optimized by the following ways:to consolidate the foundation for the mechanism construction,to optimize the related mechanisms,and to optimize the environment for the mechanisms.
