一流大学行政组织机构变革研究

On the Reform of Administration Organization in First-class Universities:Based on University Ecosystem Theory

一流大学行政组织机构的建设在一流大学建设中发挥重要作用,行政组织机构的应然要求是怎样,其实然状态又是怎样,两者之间是否相符,文章从阿什比的大学生态系统理论出发,结合一流大学的建设与“双一流”建设的背景,探讨了一流大学行政组织机构在服务意识、责权划分、精简程度和人员专业化几个方面的应然要求,并且总结了当前一流大学行政组织机构在以上几方面的实然状态,发现两者并不完全相符。因此,不论是基于大学生态系统理论的指导,还是面对应然要求和实然状态的差距,一流大学行政组织机构都亟须作出变革,可从增强服务意识,引入权力清单制度,大部制改革和提高行政人员专业化程度几方面采取措施,助力一流大学的建设。

The construction of the first-class university administrative organization plays an important role in the construction of a first-class university.What is the corresponding requirement of the administrative organization?In fact,what is the status-quo,and whether it meets the requirement are the main research purposes of this paper.Starting from Ashby′s University ecosystem theory and combining the construction of first-class universities with the background of"double first-class"construction,this paper discusses the essential requirements of university administrative organizations in the aspects of service consciousness,division of responsibilities and powers,degree of streamlining and personnel specialization,and describes the actual status-quo of first-class university administrative organizations based on the above dimensions.It is concluded that the two are not completely consistent.Therefore,both the guidance of university ecosystem theory or the gap between the actual situation and the actual requirements urge us to make urgent changes in the first-class university administrative organizations.We can take measures to promote the construction of the first-class university such as enhancing service awareness,introducing power list system and large-discipline-division reform and improving the professionalism of administrative staff.
