The Fifth Plenary Session of the 19th CPC Central Committee has cleared the target direction and action guide for China’s economic and social development.As the economic and social development is a large and complex system,we must firmly establish a system concept,strengthen forward-looking thinking,overall planning,strategic layout and wholistic implementation,and insist on the unification between domestic basis and global view;between problem orientation and goal orientation;between making up the shortness and strengthening the weakness;between urban and rural development and regional development;between speed&scale and quality&benefit;and between accelerating development and guaranteeing safety,so as to effectively promote the high-quality economic and social development.
