摘要
根据排污许可证审核发放质量现状,本文结合排污许可证审核发放工作实际,从排污许可证日常审核质量保证、现场核查质量保证两方面提出了相应措施,以打造一套较为系统、实用的排污许可证审核发放质量保证体系。实践表明,该质量保证体系能及时、有效地开展排污许可证审核,并能顺利完成排污许可证发放任务。
According to the current status of pollution discharge permit review and issuance quality,this paper combines the actual work of pollutant discharge permit review and issuance,and proposes corresponding measures from two aspects,namely quality assurance of daily pollutant discharge permit verification and on-site inspection quality assurance,in order to create a more systematic and practical quality assurance system for the review and issuance of pollution permits.Practice has shown that this quality assurance system can carry out pollutant discharge permit review in a timely and effective manner,and can successfully complete the task of issuing pollutant permits.
