我国土壤污染风险管控中的公众参与研究——以两个舆情事件为例

Research on Public Participation in Soil Pollution Risk Control in China--Take Two Public Opinion Events as Examples

近年来,我国公众依法参与和监督土壤污染防治的意识逐步增强,积极性不断提高。本文结合国内两起因污染地块修复引发的舆情事件,指出我国土壤污染风险管控中的公众参与仍有短板。当前,要尽快夯实公众参与的制度保障,加强土壤相关信息公开,探索建立社会交流和对话机制,针对性开展土壤污染防治宣传教育,提高土壤环境管理效能,促进土壤环境治理能力和治理体系的现代化建设。

In recent years,the China’s public’s awareness of participating in and supervising soil pollution prevention and control in accordance with the law has gradually increased and their enthusiasm has continued to increase.Based on two domestic public opinion incidents caused by the restoration of contaminated land,this paper points out that there are still shortcomings in public participation in soil pollution risk management and control in China.At present,it is necessary to consolidate the institutional guarantee for public participation as soon as possible,strengthen the disclosure of soil-related information,explore the establishment of social communication and dialogue mechanisms,carry out targeted publicity and education on soil pollution prevention and control,improve the efficiency of soil environmental management,and promote the modernization of soil environmental governance capabilities and governance systems.
