垃圾分类管理中的外压机制与诱导机制分析

Analysis of External Pressure Mechanism and Induction Mechanism in Waste Sorting Management

垃圾分类管理是解决城市垃圾污染问题和实现资源循环利用的有效措施。本文基于行为修正理论分析了外压机制与诱导机制的理论基础与内涵实质,并列举上海、厦门和东京三个国内外典型城市,介绍三个城市垃圾分类管理中实施的外压机制与诱导机制,进而在借鉴典型城市成功经验的基础上,提出外压机制与诱导机制的优化建议,以期对构建完善的城市垃圾分类管理机制有所帮助。

Garbage classification management is an effective measure to solve the problem of urban garbage pollution and realize the recycling of resources.Based on the behavior modification theory,this paper analyzes the theoretical basis and connotation of external pressure mechanism and induction mechanism,and lists three typical cities at home and abroad,including Shanghai,Xiamen and Tokyo,and introduces the implementation of external pressure mechanism and induction mechanism in garbage classification management of three cities.and then on the basis of the successful experience of typical cities,puts forward suggestions for optimizing the external pressure mechanism and the induction mechanism,hoping to help construct a complete municipal waste classification management mechanism.
