摘要
教育扶贫包括“扶教育之贫”和“用教育扶贫”两个维度。中国教育扶贫政策呈现由“扶教育之贫”到“用教育扶贫”,再到“扶教育之贫”和“用教育扶贫”并重的发展脉络,并最终实现二者的统一。教育扶贫既将教育作为扶贫的重要目标,重视并大力推动贫困地区教育事业的发展;同时,又将教育作为扶贫的主要手段,通过教育发展推动贫困地区和贫困人口脱贫。文章分析了教育扶贫的维度及其变迁过程,从政策价值、政策目标、政策主体、政策方法、政策范围等方面分析了教育扶贫的政策意蕴。
Educational poverty alleviation includes two dimensions,one is“alleviating the poverty of education”and the other is“poverty alleviation through education”.China's education poverty alleviation policy presents a developmental context from“alleviating the poverty of education”to“poverty alleviation through education”,then paying equal attention to“alleviating the poverty of education”and“poverty alleviation through education”,and finally realizes the unity of the two.Education poverty alleviation takes education development as an important goal of poverty alleviation,attach importance to and vigorously promote the development of education in poverty-stricken areas;meanwhile,it takes education poverty alleviation as the main means of poverty alleviation and development,and promote poverty alleviation in poverty-stricken areas and poor people through education.The article analyzes the dimensions of education poverty alleviation and its changing process from the aspects of educational poverty alleviation,policy objectives,policy subjects,policy methods,and policy scope.
