The“Nature”,The Belt and Road Initiative and The Reshaping of Supply Chains Geography

"一带一路"倡议作为中国供应链地理调整的战略方案,也是全球供应链地理重塑的题中要义。根据对供应链地理重塑理论蕴涵和实现供应链地理重塑可行路径及政策思路的分析,提出全球价值链分工是供应链地理重塑的理论基础,是"一带一路"建设中实现供应链地理重塑的核心环节的理论观点。利用空间压缩的技术进步,再造三类"自然",并通过"第二自然"和"第三自然"协同作用的发挥,最终突破"第一自然"的约束,实现"自然地理""政治地理""功能地理"的跨越,促进生产活动的空间分拆和重组。在空间尺度范围上,重塑供应链地理,需要统筹国内和国外供应链地理两个大局。重塑中国供应链地理需要突破"胡焕庸线",重塑世界供应链地理需要跨越政治地理。通过推行"五通"理念,利用开放合作的政策平台,培育优势要素集聚能力,注重供应链地理的分布式布局,是实现供应链地理重塑的战略思路。

“The Belt and Road Initiative”,as a strategic plan for the geographical adjustment of China’s supply chains,is the very key point of the reshaping of global supply chains geography.According to the theoretical connotation,the feasible paths and the policy thinking of the reshaping of supply chains geography,the analysis shows that the division of global value chains is the theoretical basis of the reshaping of supply chains geography,and the core link to realize the reshaping of supply chains geography in the context of“The Belt and Road Initiative”.By getting the upmost of space compression technology progress,three types of“nature”will be recreated.Through exerting the synergistic effect of the“second nature”and the“third nature”,the constraint of the“first nature”will be finally broken,and the leapfrog of“natural geography”,“political geography”and“functional geography”will be come true,and the spatial fragmentation and the restructuring of production activities will be achieved.From the perspective of scale,the reshaping of supply chains geography needs to balance the domestic and foreign supply chains geography.The reshaping of China’s supply chains geography needs to break through the“Hu’s line”,and the reshaping of the world supply chains geography needs to go beyond political geography.Promoting the concept of“five focus”actively,taking full advantages of the opening-door policy platforms,cultivating the gathering ability of advantageous elements,and paying attention to the distributed distribution of supply chains geography are effective measures to reshape the supply chains geography.
